Here are the results of the 2016 WRA Rule Change Proposals. Eleven of the 15 Clubs eligible to vote participated.
I will be sending out page updates for your Rule Books in the next week or two.
Whippets with the RCh title from NAWRA will be treated as if they have a WRCH. and not be awarded WRCh points.
This proposal did not pass. The voting results were: For - 5 Clubs, Against - 6 Clubs.
The Rules Committee combined two like proposals that referenced different sections in the Rule Book. Allowing the Proposals to be voted on separately would not have maintained consistency of the proposed changes. The Proposal is as follows:
Allow dogs with the following AKC Breed Disqualifications to race in WRA:
♦ BLUE OR CHINA-COLORED EYES
♦ UNDERSHOT JAW
♦ OVERSHOT JAW (ONE QUARTER (1/4) INCH OR MORE)
The change to the Rule Book would be as follows:
1.2 Whippets Eligible to Participate in the WRA’s Racing Program.
Change bullet ‘3’ to read:
3. The height disqualifications as described in the AKC Whippet Standard of the Breed applies to any Whippet racing in a WRA meet.
DELETE the following: Section 1.2.8.
Change Section 3.2.1 to read as follows:
If the Inspection Committee finds a Whippet which measures over or under the allowed size limit, or possesses a disqualification listed below, that particular Whippet will not be allowed to run at that race meet. All Whippets racing in WRA meets must be inspected at each meeting, except in cases where two race meets are held on the same weekend, by the same club and at the same location. In such instances, the inspection committee may choose to inspect for disqualifications only those Whippets who did not compete in the first day’s meet. All Whippets must be inspected each day for soundness and bitches checked for evidence of being in season.
Disqualifications enforced by the WRA included in the AKC Standard for the Breed are:
♦ A WHIPPET MORE THAN ONE-HALF (1/2) INCH ABOVE OR BELOW THE MEASUREMENTS SPECIFIED UNDER "SIZE".
♦ COAT OTHER THAN SHORT, CLOSE, SMOOTH AND FIRM IN TEXTURE.
Those disqualifications covered by the Whippet Racing Association program are:
♦ WHIPPET BITCHES IN HEAT OR SEASON (any sign of discharge or swelling)
♦ A WHIPPET THAT SHOWS POSITIVE EVIDENCE OF SICKNESS OR ABNORMALITY (ie, LAMENESS) THAT COULD BE DETRIMENTAL TO THE WHIPPET OR TO OTHER WHIPPET RACERS.
♦ THE USE OF ANY DRUG, STIMULANT OR NARCOTIC
Delete Section 3.2.3 Inspection for Disqualifications
This proposal passed. The voting results were: For - 8 Clubs, Against - 3 Clubs.
Once a dog has earned the title of WRCh and confirmed by the Registrar/Recorder via the Grading Guide, said dog will not be measured during inspection.
Results of Proposals 1 and 2 will determine which section of the Rule Book this proposal will be added, if passed.
This proposal did not pass. The voting results were: For - 3 Clubs, Against - 8 Clubs.
WRA Officers and Board of Directors are authorized to reorganize/modify the Rule Book in a logical arrangement that will not change the meaning of the rules.
This proposal passed. The voting results were: For - 11 Clubs, Against - 0 Clubs.
